Celebrating at our expense

Although I support the HCR bill, and look forward to its signing - if the politicians ever stop the speeches, congratulating themselves - I wonder how hundreds/thousands of public "servants" are justified in taking time off from work to go to the huge hall at the Interior Department to celebrate this afternoon.
