Another "Miracle on the Hudson/East River"?

It was moving and poignant to see the father rescuing the 20 month old baby from the river ... but  just exactly HOW did that particular baby GET into that river?  I saw lots of "Golly gee" and "Thank God for this Miracle" "news" coverage of the rescue .. but not one word on how the baby got into that situation.
